Halifax had no emergency response strategy. The hospitals were overwhelmed. The medical staffs had no idea of the number or the extent of the injuries. Every room, every available bed and floor space was occupied. Injured arrived by private car, by truck, by horse-drawn wagon, by walking or by being carried. Some died on the way.
